The Istanbul-based health tourism group stated that the panel, which it refers to as its Diagnostic Council, brings surgical, prosthetic and endodontic specialists together to review the same diagnostic records before a written plan is produced.

What Multidisciplinary Review Means

Multidisciplinary review is a clinical governance method in which specialists from different fields examine the same case independently and agree a single plan. The approach is long established in oncology and reconstructive surgery, where treatment decisions cross specialty boundaries. It is applied less consistently in dentistry, where a full-mouth case is often planned by the clinician who will also carry it out.

The distinction matters in complex dental treatment because surgical and prosthetic decisions are interdependent. Implant position determines what the final restoration can look like, and the intended restoration determines where implants should be placed. A plan produced from one perspective alone can commit a case to a compromise that only becomes apparent at the restorative stage, when the surgical phase is already complete.

How the Protocol Works

Diagnostic records are captured on site, including 3D CBCT imaging, intraoral scanning and photographic documentation. The complete record set is then circulated to the panel rather than summarised.

Each specialist assesses the case within their own field, covering bone volume and surgical access, restorative space and occlusion, and the condition of any teeth proposed for retention. The panel then agrees a single written plan, including the sequence of stages and any conditions that must be met before the next stage proceeds.

Where the specialists disagree, the case is returned for further imaging or diagnostic testing rather than resolved by seniority. The agreed plan and the reasoning behind it are recorded in the patient file.

Clinical Leadership

Dr Gulbahar added that the protocol changes what patients receive. "The patient is given a plan that has already survived disagreement between specialists, and the record shows what was considered and what was ruled out."

Sector Context

The measure arrives during sustained growth in Turkish health tourism. Figures reported by the Service Exporters' Association recorded 1,398,580 international health tourism patients in Turkey during 2025, generating $3.022 billion in revenue, with dental treatment among the most requested categories. In the first quarter of 2026, 302,487 international patients received care, and average revenue per patient rose approximately 39 percent year on year.

The same body has advised international patients to confirm that any provider holds current Ministry of Health authorisation and to secure treatment through written contracts.
